The Municipality of Knjazevac covers an area of 1.202 km². The territory of Knjazevac municipality is located along the border with the Republic of Bulgaria. This region is geographically and historically known as Timocka krajina. Knjazevac belongs to Zajecar District. There are 85 settlements including whereas live 31.491 inhabitants, mostly (58%) in the town of Knjazevac. Population in villages is decreased significantly in the period of the past 30 years. The municipality is a unit of local self-government. Local self-government is the right of citizens to manage public affairs of common and general interest for the local population. The municipal bodies are: municipal assembly, president of municipality, municipal council and municipal administration. The municipality arranges jobs and manages public affairs in their jurisdiction and interests for the local population. Competent authorities in Municipality of Knjazevac adopted (among the others): The Program for Environmental Protection in Municipality of Knjazevac for the Period of 2016 – 2020; Strategy of sustainable development of Knjazevac Municipality for the Period of 2010-2020; Strategy of Rural Development 2010-2020. Municipal strategic documents define the direction of development and development priorities.

Rila Municipality is located in the south-eastern Kyustendil District, Republic of Bulgaria. Its administrative centre is the town of Rila. The municipality covers an area of 361 square kilometres (139 sq mi), of which 54.84% is forests and only 19.3% is arable. The town of Rila is the administrative centre of Rila municipality. Municipality of Rila is the legal entity entitled by law to administer the part of the Bulgarian territory where the project will be executed. As such, it is the competent public authority to manage the project’s implementation and ensure availability of necessary resources. According to the LSGLAA (Art.44), the Mayor of the Municipality is organizing the implementation of long-term programs and of the decisions of the Municipal Council. As a local authority the Municipality has its own obligation for planning and development of the municipality`s economy, social politic, public infrastructure etc. Based on the above described municipality legal obligatitons, as well as the available natural, human and other resources, the protection and sustainable management of environment and local eco-systems is set a key priority in the municipal plan.
